Anyone may request an exemption for test engines, equipment, and vehicles that will be used for research, investigations, studies, demonstrations, or training. The exemption shall be deemed to cover the subject engines, equipment, and vehicles only to the extent with which the terms and conditions are complied. There are limited provisions that exist for selling or shipping engines, equipment or vehicles that are not yet in the certified configuration.
To apply for this exemption, you will need to demonstrate all of the following (please provide answers to each item): (1) Show that the proposed test program has a valid purpose (2) Show you need an exemption to achieve the purpose of the test program, (3) Estimate the duration of the proposed test program and the number of engines, equipment or vehicles involved, (4) That you will allow EPA to monitor the testing (if requested).
Describe how you will ensure that we stay within the exemption's purposes. Address at least the following:
Describe (1) the technical nature of the test, (2) the location of the test site (including address), (3) the estimated accumulation of time or mileage associated with operation of test, (4) ownership and control of the test engines, equipment, or vehicles involved in the test, (5) the intended final disposition of the test engines, equipment, and vehicles, (6) how you will identify, record, and make available the test engines, equipment, or vehicles identification numbers, and (7) the means or procedure for recording test results.
